Piracy is "...an act of boarding or attempting to
board any ship with the apparent intent to commit theft or any other
crime and with the apparent intent or capability to use force in the
furtherance of that act".
The number of reported piracy attacks world-wide
for 1999 rose to 285, an increase of 40% compared with 1998 figures and
almost tripled with 1991 according to the ICC International Maritime
Bureau in London. The threat is real...
